CPSAI is building government's capacity to responsibly explore and deploy AI and other emerging technologies to address critical gaps in service delivery and the beneficiary experience. The goal of our 2024 Open Call is to accelerate learning and drive new public and private sector partnerships in priority areas identified by health and human services leaders across the country.
What is the 2024 Open Call?
The 2024 Open Call is an exciting opportunity for companies and organizations working with AI and other emerging tech solutions to share their ideas with states who are eager to explore its potential. Submissions that successfully pass technical review will be added to CPSAI’s curated product catalog, which will be accessible to state human services leaders and their teams. Top submissions will be invited to participate in an early July convening of state leaders for deeper discussions on their product, service, and/or approach. Our goal is to use this event as a catalyst for initiating new partnerships, pilots, and shared learning communities in the following priority areas.

How does our process work?
Companies and organizations working with AI and other emerging technologies are invited to submit ideas for products and services that can help address the key service delivery challenges identified below (referred to as 'prompts'). These prompts were developed in partnership with Health and Human Services Secretaries and Directors from across the country and they reflect their highest priority areas of focus. Each prompt contains a link to a briefing document which provides additional background on the problem space.
The 2024 Open Call Process focuses on 6 high priority prompts across three categories, referred to below as 'open call prompts.' There are a number of other prompts identified below (referred to as 'rolling prompts') that were not prioritized for the open call process this year, but are still areas of interest for HHS leaders. While organizations may submit proposed ideas/solutions to any prompt, only those that are a part of the open call process will be evaluated this year.
When submitting your idea, you must select a primary prompt to respond to. You may also select up to 4 additional prompts if your idea addresses more than one problem statement.
Proposed solutions could include existing products that are on the market today, early stage ideas that you are prototyping, or approaches to partnering with states to build custom technology that addresses a specific use case.
All submissions are due on May 20th at 8 PM ET. Please use the links below to submit your proposal.
Each completed submission will go through an independent technical review to ensure it meets CPSAI's requirements for feasibility, mitigation of bias and risk, data protection, and human-centered approaches to development. Following this review, HHS Secretaries and their teams will identify the proposals they are most eager to learn more about. Top submissions will be invited to participate in a virtual demo day event with Secretaries and their teams July 11-12th. Submitting organizations will be notified by no later than June 24, 2024 about their inclusion in the July event.
All submissions that pass the initial technical review will be retained and made available for all government leaders in the future as a part of our curated product catalog.

Open Call Submission and Selection Process
CPSAI is working with non-profit partner organizations to assemble an independent team of technologists with product, data, engineering, design, and AI expertise to review proposals. This review will help ensure that the ideas put forward meet minimum thresholds for feasibility, mitigation of bias and risk, data protection, and human centered approaches to development.
It proposes an iterative approach to testing, deployment, and scaling.
Tech feasibility
The proposed model and how it works is transparent to government partners.
If the model being proposed leverages state data, that state retains ownership of that data and it is appropriately safeguarded.
Submissions must also clearly articulate:
The business problem you are trying to solve and why AI is the right solution
What data is used to train your model and your approach to testing, ensuring accuracy, and mitigating potential harms.
How robust your plans are for piloting and iterating in a way that creates safe cycles for validation.
Your submission must include the following elements:
Written answers to the questions in the vendor submission form here
A pitch deck of no more than 10 slides that explains your idea in plain language. It must include:
Problem Statement: What challenge is your solution solving, and why is AI the right solution?
Why Now: Why should we solve this challenge now?
Users: Who are you solving this challenge with? How are you engaging them (or planning to engage them) in the development process?
Timeline: What is your product roadmap and high-level timeline?
Impact Statement: How could the impact of your solution be measured? What are the tangible outcomes that staff and/or beneficiaries can see and feel?
You must submit your form by the submission deadline, May 20 at 8 PM ET. Both components must be received for your submission to be considered complete. Proposals without pitch decks will not be considered.
The technical review will be conducted in partnership with a team of tech and data experts from CPSAI's network and U.S. Digital Response.
The 2024 open call process is focused on state agencies that administer federal and state-specific programs including all or most of the following services:
Safety Net Programs, including but not limited to, SNAP, TANF, WIC, etc.
Child Welfare Services, including Child Protective Services
Medicaid, whether through Fee for Service or Managed Care structures
Is future-focused, with the ability to transform how government operates in the next 5 to 15 years
While the greatest excitement and curiosity exists around genAI, submissions that leverage traditional AI or other proven, but emergent, technologies are encouraged as well.
No, we are seeking proposals from a variety of vendors & partners, with solutions at all stages of the product life cycle, from ideation to production. No matter where your product is in the development lifecycle, what's important is that you can answer the foundational questions required to conduct the technical review.

We will also hold two Q&A sessions to support this process and will publicly publish an associated FAQ. They will take place on April 26, May 10. You can register for a session here.
Submissions will be reviewed on an iterative basis after receipt. All vendors however will be notified by no later than June 24, 2024, about their potential inclusion in the July event. Note, the July event will be virtual for participating vendors, so there is no need to arrange travel.

The goal of the open call is to highlight proposed solutions/approaches that address the prioritize problems statements in a safe, secure, and responsible manner. We plan to use the following federal standards to guide our review:
We will not be scoring solutions based on where they are in the product lifecycle and encourage organizations to submit regardless of whether they are proposing a solution or an approach to address a problem statement or use case.
HHS leaders will drive the prioritization of responses that pass technical review and the top 10 to 15 solutions will be chosen to participate in the July virtual demo day.
Further, organization responses that are selected to participate in the Virtual Demo Day will be those that are prioritized by HHS leaders based on their interests

Approximately 15 submissions will be highlighted at the July convening.
We are finalizing the details, but we anticipate selected organizations will have about 30 minutes to present virtually. A short demo can be provided at the beginning, but most of the time will be used for dialogue.
Organizations will not have access to other organizations' presentations.
The July event is designed to both build excitement among HHS leaders about what's possible and educate them on how to safely explore the application of emerging technologies in their agencies. It is also an exciting opportunity for companies and organizations working with AI and other emerging tech solutions to share their ideas with states who are eager to explore its potential.
Key outcomes from the July event include:
Forging new partnerships between HHS agencies and participating organizations, including establishing and supporting new pilots in 2024.
Accelerating deployment through the creation of learning communities connecting new and existing pilots to support knowledge sharing, problem-solving, and rapid iteration across states.
Building a common understanding of the biggest challenges in Health and Human Services delivery, the most promising use cases, and appropriate operational guardrails to maximize impact while minimizing risk.
As a participating company or organization, not only is this an opportunity to showcase your work to state leaders and gain a deeper understanding of their priorities, but you also have the chance to be a critical thought partner in shaping how states think about, explore, and deploy these technologies to address their most pressing service delivery challenges.
Product Procurement and Implementation
Participation in the July event in no way guarantees a contract. The goal of the event is to build community, drive dialogue, and help HHS leaders better understand the range of solutions and approaches that exist to help them address their most pressing problems. States will need to follow their existing procurement processes to contract solutions or with vendor partners.
Intellectual Property and Data Security
At CPSAI, we believe that transparency, a vibrant community of partners, and a spirit of collaboration are critical to realizing the potential of artificial intelligence and other emerging technologies in government, while minimizing harm. This is the lens through which we have built the 2024 open call process.
CPSAI does not assume liability for submitting organizations. We encourage companies to be thoughtful about the information they include in their submission and refrain from including confidential or proprietary intellectual property or information.
That being said, we have put the following protocols in place to safeguard submissions during the open call process:
Company responses will not be posted publicly and will only be shared with the CPSAI and evaluation teams.
CPSAI evaluators will sign a Non-Disclosure Agreement.
During the July event, presentations will not overlap, and there will be no other vendor organizations in the room for the demos and discussion. The discussions that take place at this time will not be recorded.
Evaluators will not have the ability to download documentation submitted by organizations and all documents submitted by organizations will be deleted following the close of the open call process
CPSAI would like to release a publicly available product catalog that showcases products that are submitted and pass technical review. We will work with organizations following the July event to define the information that will be shared through this channel.
